Is culture what management does to people?

In the patriarchal industrial era, it was clear that culture is what management does to people. Management took responsibility for determining culture usually with all many of external controls, systems, incentives and punitive measures. Success was measured in units of compliance.

We're now thinking about culture as how people interact together. If people interact with each other the way bosses interact with each other and them, how people interact together still largely shapes the predominantly positive or negative culture of the whole.
