As long as we have had free and secure collaboration tools like Google Docs and Everynote, I have strongly recommended that groups use collaborative spaces to share and update all their work together. Many organizations have their own collaboration tools.
There can be spaces for collecting ideas and research, feedback and requests, posting commitments and status updates.
This can dramatically and immediately reduce the wasteful use of meetings and emails. Everyone stays literally on the same page. People can seamlessly participate virtually. People designated to support efforts can quickly get a snapshot of exactly what's going on anytime without calling meetings or sorting endlessly through emails.
For the group, transparency leads to accountability, which means fewer costs of leadership. With the tools available, there is no reason to have anything less.
