Rules do not lead to more consciousness

We are shifting in our undertanding of what makes people more conscious in how they show up and interact with their world.

I have long argued that rules don't make people more conscious. They make people more compliant within predictable contexts. But we are increasingly experiencing more unpredictable contexts that call for consciousness. 

We have more regulations and policies than ever, and they are not making people more conscious. What makes people more conscious is the power of new questions.
