All manner of good and bad civic behavior emanates from the quality of the community. This is more clear in some countries, regions and cities than others. Some have more emotional intelligence and understand clearly the power of the social as it gives shape to the personal.
In my work with communities across the US over the years, I have seen far more civic leaders fairly to completely untrained in community building. As a result, their politics and policies have neutral to negative impacts on their communities' capacity for growth and thrivancy.
More communities will grow and thrive when we actually get these leaders trained.
