Do we need top down planning?

Whether we talk about organizations or communities, top down centralized planning has long been an institutional given. It is initiated by people who think of themselves as having more earned or entitled power than others. It is an effective tool for maintaining and growing power over others.  

Wholistic planning, done inclusively and initiated by anyone is the opposite because it shares power, and as such also distributes a sense of passion and engagement by the whole for the whole.
