Where are the great civic leaders?

Many of us can point to great corporate leaders. When asked who are the great civic leaders, fewer names immediately come to mind. Is this because the quality of civic leadership has declined? Or perhaps because we don't have a decent definition of great leader?

I don't even hear people in communities, even the more politically engaged, talking about the new question of what makes a great civic leader. Is it how they impose their vision on their constituents? Is it how they invite others to share and realize their dreams. I would argue for the latter.
